GVA delivers innovative procurement for Landsec's London portfolio

Landsec instructed GVA Acuity to retender its multi-million pound ‘Building Services, Fabric and Energy Performance’ Services contract across its London portfolio.

The 31 sites consisted of many landmark offices and mixed use schemes including 123 Victoria Street, One New Change, and the Zig Zag building, covering nearly five million sq ft of space.

On behalf of Landsec, GVA launched an innovative procurement process which involved developing a strategic procurement brief as part of a four stage tender process before appointing a successful service provider. The procurement process rationalised the supply chain down to one supplier, simplifying the communications and invoice procedures as well as offering consistency of standards, training and reporting across the portfolio.

NG Bailey was awarded the contract, promoting a 6.2% saving in the first three years.

The new contract includes a ring-fenced energy investment fund of £2.5m for the first three years and an additional £2.5m, should the contract be extended for years four and five. A new maintenance strategy will also allow the redeployment of resources into other value added roles.

The integration of energy management with an alternative maintenance strategy will deliver a more efficient, cost effective M&E service, and real added value. The exercise has also demonstrated that proper energy management and monitoring of core plant enables better decision making about optimal settings, run times and lifecycle.

“Furthermore, by encouraging added value initiatives from the supply chain, Landsec can see exactly what can be delivered offering them tangible benefits. There were several win-win options for the service provider and Landsec, partly incentivised by the length of the contract, inviting investment in energy as well as saving on retendering costs.”
